Roseland Golf Course condos move ahead after rezoning approval

What Happened

Windsor city council approved the rezoning for a 48-unit condominium on City-owned land at the Roseland Golf Course on Kennedy Drive, AM800 reported on July 1, 2026. The rezoning was the last step before the City sells the roughly 1.3-acre site to the developer, which the City identifies as a joint venture of Valente Development Corporation and Bear Construction and Engineering Inc. The City lists the project as a $33.5 million investment.

The Residences at Roseland is a four-storey building with one-, two- and three-bedroom suites. AM800 reported prices between $400,000 and $1 million and a target completion of late 2028. Valente has since opened the project website, which lists the address as 455 Kennedy Drive, prices from the mid-$400,000s to over $1 million, one underground parking space and storage locker with each suite, a golf simulator room, and 20 rounds at Roseland Golf Club with each purchase.

Valente will also build a new 5,600 square foot, one-level clubhouse with 2,000 square feet of covered patio, which stays City property. The project has been contentious for about two and a half years, and Ward 1 Councillor Fred Francis criticized how much of the process was discussed in camera, according to AM800. Mayor Drew Dilkens said the city needs all types of housing and that the units could suit local residents looking to downsize.
