What Happened
Pelissier Park Ltd. broke ground on August 10, 2026 on a three-storey, 48-unit townhouse development on the City's Pelissier Street parking lot, between Wyandotte Street West and Elliott Street West in downtown Windsor. The City puts the investment at approximately $16.8 million.
The developer is a partnership of BK Cornerstone Design Build, Philip Fernandes Designs and Realty ONE Group Iconic, selected through a competitive expression of interest the City issued in late 2024. It is the first project to begin construction under Housing Solutions Made for Windsor, the City's program for preparing municipal land for housing, and it supports the City's Strengthen the Core downtown revitalization plan.
The mix is 32 two-bedroom townhome suites with single-car garages, eight accessible one-bedroom suites and eight affordable one-bedroom suites, built to Energy Star standards. The City has not published rent levels or a completion date.
AM800 reported that all 48 units will be rentals. Chris MacLeod of Realty ONE Group Iconic told the station the buildings have been sold to owners who will rent them, and that marketing of the rentals was expected to begin toward the end of 2026.
